Potential new gateway for Lower Penns site

12/3/2012

Torbay Council is to be asked for its views on a potential plan to reopen an old access route to the Lower Penns Road allotment site.

The site currently has one entrance, a pedestrian and vehicular gateway at the end of the cul de sac.

But Site rep Colin Weymouth has requested permission to convert an old stile at the far end of the site, currently broken and overgrown, into a second pedestrian access point.

It is hoped plotholders at the far end could then drive through the adjacent park to make deliveries to their plots.

Currently, as the path at the top of the plot is no longer wide enough and there is no longer a turning circle at the far end, plotholders have to take all loads by hand.

It is believed lorries used to drive through the grassland to make deliveries over the fence, as well as the stile being open for pedestrians.

Potentially dangerous trees at Lower Penns Road

The allotment society is to request a copy of a report into the safety of trees surrounding Lower Penns Road recently carried out for Torbay Council.

A tree surgeon contracted by the council recently visited the site and inspected al the trees on and off the allotment grounds.

A number of trees were found to need work.

The society is to ask for a copy of the report so it is aware which trees could pose a potential hazard and what action is to be taken.

The problems of cars being left on allotment paths and fires being lit at inappropriate times was raised at the March meeting of the Paignton allotment society.

Site reps were asked to be vigilant and to mention to plotholders when their actions fall outside the rules of the tenancy agreement and the master lease.

A number of Paignton allotment plots were reclaimed and handed over to new tenants in February.

They include plot 10b at Derrell Road, which was previously being managed by a local school.

Plot 10a is to be used for storage of allotment society property in a secure shed.

A plot at Oakleigh which has been dificult to let because of anti-social behaviour from nearby houses now has a new tenant who is aware of the history.

Plots 7, 29a and 37a have also been reallocated.

Another plot at the Derrell site may son become available and coould be divided in two, making way for two new plotholders.

There is also a possibility of two new half plots at Lower Penns.

The waiting list remains several years long - especially for plots at Lower Penns.

Torbay Council is working to create new plots at two sites in Paignton to ease pressure.
